So this dude has showed up a bit of everywhere throughout my playthroughs, but not in every one of them. I do not know what triggers him. This time, he showed up in my vault. How he is allowed to just hang out with all of my money is beyond me. He asks you 3 questions at 3 different times which you can either answer or tell him to f*ck off, but if you do he wont come back I think.
Also, to get the famous vault, you need to have the Inquisition Perk Elite Clientele, which is under Connections. For Elite Clientele you need to have A Favor for a Favor and Sterling Reputation.
